Not hard to believe...the thing is noone knows who to trust. Some of those officials are die hard loyal to Kim. If I get charged with treason or tying to kill him , then 2 generations of my family get thrown in death camps (this is from north Koreans that escaped) that's alot to consider when thinking about shooting at the leader
