When Alex Smith went down Colin Kaepernick took his job.
This isn't a loyal league. RGIII was on the bubble Cousins should have took that job but he couldn't because he doesn't have what it takes to be a starting QB in this league. Cousins is in the same boat as fellow ex-Spartans Brian Hoyer and Drew Stanton he's a stopgap QB. What difference does it make if he's a backup in Washington or somewhere else? A backup is a backup.
