I see what you're saying, but please take note that the WWE has been sending main roster guys to work random angles and matches with developmental guys since the days of OVW. I remember Eddy having a feud with Nova (Simon Dean), and Rey having a tag team with Seth Skyfire who wasn't even a developmental guy, just a dude who worked for the actual OVW promotion. Chris Benoit once worked a match with Nick Dinsmore (Eugene) and Doug Basham, and fast forward years later and you have Punk working a match against Ambrose at a house show.
