You speak of Dems as if its one monolith. Its a coalition party. There isn't some grand conspiracy to use things like this as an excuse not to pass anything. We have an entire party whose fully in bed with big money interests (Republicans) and a few corporate Dems that obstruct everything. Unfortunately politicians being bribed by big money interest is considered legal in this country and it has stifled progress.
I think we need to do some sort of integrity test for politicians before we elect them.
Sinema is a narcissist in the fullest sense. People like her should never be allowed to be anywhere near a position of political power.
