There are comics on "gotham" called gotham central if im not mistaken. Besides the concept of cops trying to bring down batman's rogue gallery is palatable just as an idea as most of his villians are just humans with a screw loose not metahumans.The aapect that upset ppl was having adult villains while Wayne is a 6th grader. But once you realize its its own universe its not a thing..
