Nah, they're all seen as gangsta rappers first and foremost. Hip Hop and New York are too famous for LA to be mistaken as the Mecca of Hip Hop.

Aside from NYC and Chicago, I don't think any city has been compared to Mecca and be taken seriously. LA is Hollywood.

I wanna be clear: NY is the real Mecca of Hip Hop. Maybe Atlanta based off the last 20 years.
