Humour and personality aren't gender based though men are funnier and have more personality than women. It's physiological not nurture. Men are naturally (operative word being natural) more outgoing and focused. Granted you can improve on talent and personality but some soil is more fertile than others.

If a woman is really interested in you she should have no problem giving you her number and contacting you first. That shows a lot. Though that is not the norm and does not happen all the time, but when it does just know it's a sure thing she's into you.
Same thing applies to men showing intrest first too.
Truth of the matter is, a man could give his number to her first but there's this rule. Some men give it a week, others go by less. There's a small time frame where women have to show some sort of initiative to want to talk too, show a little intrest. If they are not content, to the bushes they go.
None of this even matters unless either sex shows some sort of intrest and can see your worth and time.
Ain't no man going to chival his way to pamper a woman if she's no value and worth against his time in today's world. Vice versa for women as well.
This is not the 1940's-1960's anymore.
Both genders have to bring value, worth and intrest to the table in these modern times.
