So I looked up whether Hoyer actually struggled in the Browns' last OTA. Turns out he didn't:

. He looked fantastic on Tuesday. Hoyer’s timing and rhythm with the offense was totally in sync. Slant passes were crisp. Out routes were right on target. Hoyer even had a bootleg rolling to the left, generally the more awkward throw, and he made it the pass look like a piece of cake.

Glad it was Johnny and not Teddy.Breh, I was literally listening to the Browns official podcast when I wrote that. Hoyer and Manziel both struggled at times in the first two groups and did better in the final group.
