Technically Watson’s requires the police as well considering it involve a grand jury and investigation. AB never got charged or convicted of a crime and other players haven’t as well, yet still got suspended by the NFL.
Watson isn’t the exception to that regardless of how people try and spin it. This isn’t new with the NFL and it’s obvious that people haven’t been paying attention.

NFL can and has suspended any player anytime for conduct detrimental to their business. For a league that probably has more female fans than any other league, has tons of sponsors geared towards females, in THIS era to let a player go around being a whole pervert and not be reprimanded would be bad for business.
