I'm kicking myself for being too intimidated to learn how to do this on my own sooner.There's bit of a learning curve at first but you can become competent at it fairly quickly.
It helps to know some basic html/php, but you can find a lot of support via Google for just about any issue you encounter.
Yes, If your creating custom themes, then you'll need to know HTML/CSS and PHP. If not then you can just follow any youtube step by step video, which is easy. If your looking to be a Plugin developer, then you'll need to know PHP. I taught myself in about a week but i already knew HTML/CSS/PHP. The Wordpress Codex can be complicated for a beginner.
How about just a few hours ago the site owner said he's setting up a wordpress versionall you got to do is install the theme, activate it and then put in your content. This is all done from wp-admin dashboard.

On one of my previous projects I hired a web developer for $1500 and he INSISTED on using Drupal. Needless to say posting to that site was a b!tch and making any changes was a pain. That project didn't last long and it was $1500 down the drain.
That whole experience kept me away from web developing all these years.
Learn how to code, brehs. Don't be scared. Just dive in.
