Lakers need some perimeter defenders. Nick Young as the only good defender isn't ideal.

A perimemter defender that can't score or bring anything offensively wouldn't be a good fit. Lou brings leadership and can settle the offense down in the clutch, Shump wouldn't even be play to play in the clutch with how little he provides.
