Memphis doesn't have a stronger black musical legacy than (no order) LA, NY, Atlanta, Chicago, off rip. So then you're looking at the next level, does Memphis really have a stronger black catalogue than Philly, New Orleans, Houston?
Musically it might make the Top 10, but I don't think it's Top 5.
Black history and culture in general. Memphis' strongest claim to fames:
•being the major city and economic center of the Delta South, so blacks from all over the Delta tri-state flock to Memphis
•notable in the Civil Rights era
•imported blues from Mississippi and became a music city, which later turned Memphis into a blues hotspot, then a rock n roll hotspot, then a funk/soul hotspot, with famous artists and labels headquartered in Memphis
•later became a notable hip hop city
•Memphis is a basketball city from the ground up and every layer of the city is intertwined with basketball
These are Memphis' highlights. Is it enough to be a Top 10 black city historically, I'm not sure.

You’re looking at who got the most stars, and placing way too much emphasis on today. You’re downplaying the actual foundation of the music (which is why you have LA and Atlanta in front of New Orleans)
