1. Its already legal and women are not out here doing it that much I only seen it a few times at the beach when some women were tanning.

2. NYC is filthy as fukk. I don't know why someone would want to be topless on an everyday basis. imagine a topless women on a packed 3 train with no A/C in the summer. Everybody packed sweat hitting eachother
