I think he's a good actor, but I also think he just happens to fall into a lot of movies where another performance over shadows his.

Examples:

• Titanic (Overshadowed by Kate Winslet)
• Catch Me If You Can (Overshadowed by Christopher Walken)
• Gangs of New York (Overshadowed by Daniel Day Lewis)
• The Departed (Overshadowed by Mark Wahlberg, Matt Damon, Jack Nicholson, etc.)
• Blood Diamond (Overshadowed by Djmon Hounsou)

Those are a few examples. It doesn't happen all of the time, in fact, he's shown to hold his own on a lot of occasions (including some of those movies that I just named), but it does happen quite a bit.

Joaquin goes hard in the paint. I may not be a fan of all of his films, but dude is truly underrated and brings his characters to life. real talk he is probably the best out there.

he's not anywhere near on the level of the likes of Joaquin Phoenix, Phillip Seymour Hoffman, or Leo

Whenever I bring up The Departed around people, Wahlberg's performance is usually the first thing people talk about. Is it for the reasons you mentioned? Probably. Sometimes I think you don't need to put your all into a performance. Marlon Brando said he half assed most of his performances and look how many memorable roles he had. Alec Guinness said he thought the screenplay for Star Wars was banal and trite (in other words he thought it was bullshyt) and didn't take it seriously at all, and he was one of the many memorable things about ANH.

Face it. Only nikkas in the same galaxy as Leo right now are Pheonix and Fassbender. That's IT. And it's constantly changing in between those 3.

Fassbender and McQueen are going to be a goddamn force to be reckoned with if they keep working together through the years.

And lol @ even mentioning Pitt. Dude is pretty *pause* and has charisma and swag, but really isn't much more than an above average actor
