I find it odd that you seen a elder with a beard before, you live in a devolped country breh? I can see the religion giving brothers a pass that live in a small 3rd world country in South America somewhere where they have meetings in a tent and most don't have access to stores where they sell shaving products.
I live in South Africa, never been to a tent kingdom hall breh. The appearances thing has always been about neatness and modesty, not facial hair.

I have never seen any bearded Witnesses in the States.
It seems to be a localization. I'm surprised as hell because it's the first time I hear of it.
All the magazines use the same pictures. When have you ever seen anyone in a Watchtower or Awake that's presented with a beard and clearly implied to be one of the Witnesses?
In the Sates there is a history of bearded men being associated with acts of violence
Where does this come from?
Show me the scripture that forbids beards or at the very least a reason that makes some sense to not wear beards?

I grew up in this religion and I never seen a brother with a goatee or beard EVER. Saw you telling me a brother can go to meetings with a Rick Ross beard and it will be all good? Sure, random people can go to the meetings dressed any way they way want, but you're telling me that brothers can go to the meetings regularly rocking Undertaker ministry of darkness facial hair and it would be all good?

In that post all perceived incidents the aggressors have beards, whether it was an act of terrorism, straight up looting or a peaceful protest. There seems to be a stigma attached to having a beard over there. Almost as if having a beard implies you're capable of violence, or rather more capable of hostility than a man that does not have a beard. This is complete conjecture though, until someone can explain to me why beards are not allowed.
