I think his development helped carry the Buu saga but before that it was a nice subplot. Cell Saga was about Gohan realizing the potential we'd watch him have all throughout Z. Frieza was about Goku ascending beyond a normal saiyan and almost changing personalities when it happened.

The Namek/Frieza saga was carried by Vegetas exposition he was the surrogate narrator for all the villains in Namek
The first time he teams up with Gohan and Krillin vs Ginyu force had the streets going crazy

we aint know or care about character development back then and honestly dbz is like the most basic form of it. we tuned in to see the daily fade
