I don't now if he blew it up for publicity, it was already a humorous story. He most likely made that song to uhm.. say he was NOT guilty. He had a gun charge and was face 15 for Un. I don't why he would blow that out of proportion, 15 years is not a light charge and it was in all the newspapers.

I would assume that people were expecting some different subject matter from an R. Kelly track titled "Not Guilty" at the time.
