I see the unfairness of the "golden goal" but what we have now is that the "bad teams" generally play anti-football and gamble everything on penalties... They generally lose to the "better team" who is chasing the game, even through extra time who ultimately win with penalties because they have the better PK takers.

IIRC the Golden Goal was a failure because instead of encouraging teams to try to score the winning goal, they played scared and preferred to wait for the penalties, could be wrong though, I barely remember.

Don't people understand that golden goal will encourage an even more defensive game?

Teams would just stop attacking, not risking the chance of giving up the golden goal. Then just wait out the extra 30 minutes overtime, and send the game to penalties anyway.
