Don't know why people think penalties are a toss up when some teams like Germany are consistently good at them (they have missed only 1 penalty at the WC after the shootout were instituted) and others like the Dutch who missed 5 of them , including the PK shootout, in one match against Italy were bad at them until this recent victory. The golden goal produced a few big moments like Trezeguet against Italy at Euro 2000 but other than that it did not encourage teams to be adventurous. The penalty shootouts have worked at the WC , teams just need to have players who can handle the pressure to take them.
