Let's discuss how subpar teaming Cesaro with Heyman has been

It's been a massive failure but it's hard as fukk not to fail when you have absolutely nothing to work with. Cesaro hasn't been involved in any storyline or feud after that very short program with Swagger. He can trade wins with another dude and have meaningless matches that still showcase his ability in the ring but having Heyman by your side has little to no meaning when you don't have real beef with anyone and don't have any direction at all.

Swagger ended up in a better position because after a couple of months of floundering, they found him a perfect angle with Rusev that fits perfectly with Zeb's gimmick.

Just like the IC and US Title, it seems Heyman has become a prop that creative uses to be lazy and forget about a guy because "he already is somebody"

Cesaro is the next DBryan. Only in stronger. Every Fan know, (or should know) where he has come from, what he can etc. So, WWE has all the time and planing long-term. That means too, that he has a boring (or even not a) storyline at this time - he is only a Heyman guy. They gave him a stupid entrance theme, because for now it's too early to push him directly in the uppercards. He as a wrestler is a kind of self-perpetuating, who even could beat Reigns with his strength and power easily(!). This is a fact and WWE knows it. So why should they do it asap? They can snip in the fingers, when they turn him against Paul, but why now?

The problem is that teaming him with Heyman wasn't even for Cesaro's benefit and that's obvious. They just wanted to give Heyman something to do to keep him in the public eye until Lesnar gets back. So they pair him with a guy whose act was pretty hot at the time.

After the 3rd or 4th time Heyman said "My client, BRAWC. LESNAAAAR. Conquered the Undertaker at WrestleMania!" it was clear what the Cesaro/Heyman pairing was really supposed to be about.

If you think that's stupid, remember that the E forgot to actually capitalize off of somebody breaking the Undertaker's streak. That could've done a lot for them creatively (which means more $$$$$) but they let the heat on that just up and die
