He can talk, he can work, he's been super over at different points and it never really led to much.
I will say that his best run in the company was ended by a Wellness pop, but they also pick and choose how they react to those.

And it wasn't a wellness pop, he got caught for SYNTHETIC marijuana, which was being sold at Gas Stations and Liquor Stores at the time. Randall been popped like 8 times for all kinds of drugs.
shyt was unreal as he was in the biggest storyline in the company at the time with the Rock and John Cena. Yeah they got Bourne on it too, but no one gives a fukk about that Spot Monkey.

Regal was a repeat offender, known addict and got linked to that illegal steroid ring at the height of the Benoit stuff.
Edge and Resthold were also linked to that ring.

They do sterotypes for all races, asians, mexicans, blacks, whites they cover everyone, this is not what we are talking about.Is this a joke? They push one a black at a time..literally. they create stereotypical gimmicks. Even if you are good....Vince keeps that Black talent in a glass ceiling situation. The WWE made Sheamus a top guy in record time. They never do that with Black or Asian talent. Lashley would of been different. .they definitely were gonna push him hard after that Cena title match. He got injured and the Kristal shyt....checkmate.
I think a lot of this has to do with one thing plain and simple, there hasn't been a lot of great black main event level talent.
Booker was the last one, and he got a main event spot.
Guys like Kofi, Pope, Shelton and many others really just weren't that great.
Then you look at a guy like Big E, another dude who just really isn't that good. Who is on the horizon as a black star? There really isn't anyone, at any level.
In wrestling the cream rises to the top, that's the reason why a guy like Bryan main evented and won WM.
This would make sense if dudes didn't make it in the E and lit it up elsewhere, mostly they fizzle out (Shelton, Pope)
So if u put Shelton with Heyman and give him the endless Blandy push, he's still garbage? Lol. Blandy isn't a real top guy. He's a flake. A failure. Should of been fired in 2005 but they, for whatever reason, wanted to make him a star and pay him 750k a year out of the blue. Wasn't even all that over in his first 4 years. He faced Hogan and didn't set the world on fire? Horrible. Had Hassan had faced Hogan, it would be talked about till this very day.
There are no black wrestlers now that are obvious money drawing, main event talent that they're holding down, but a lot of times those guys are developed by being pushed consistently and being given major storylines. They forced Cena on us, and it basically always worked in that he was always over and was never really met with a flopped angle until he became a main eventer. Randy Orton and Batista on the other hand, were getting pushed for a while without really getting the crowd to care that much or being draws. It took years of being forced into that spot in Orton's case for him to really get over on that star level. Sheamus has been legit over for a while now, but he was an overpushed bum for at least a year, people didn't care about Wade Barrett for years...
As of now, putting Kofi or Big E in a big main event situation would fail, but if they were given storylines to really make people care about their characters over time, and built up as a big deal, those are two guys I think could possibly make it work. Truth as a heel a few years ago was another. Getting pushed seriously in a major, interesting storyline can do wonders for a performer, just look at Husky Harris.
These can't miss, obvious guys are more rare than the ones with potential you take a chance on, and I can't say Big E or Kofi is a worse choice to bet something on than Barrett or Curtis Axel.

Shelton had his shot man, he was on the roster for how long? He got the W over HHH as I recall.
At some point you gotta advance your skills, Shelton never did that.
