since I'm one of the biggest NL stans here...
they DID release some subpar/crappy albums (some albums from late 1998 til late 1999, f.e. Full Blooded, Silkk's Made Man, MP's Only God Can Judge Me, Lil Soldiers, B-Ball comp, NLS comp, Bossalinie was disappointing, BBTP left in summer 99...)
some really terrible rappers (mostly reallife headbusters) got paid by P: Skull Duggery, Full Blooded, Lil Soldiers, Steady Mobb'n, most of Gambino Family, Prime Suspects, Ghetto Commission (NOT Holloway, Gotti, Uzi, G-Spade), also Big Ed, Mr. Serv-On, Magic, Silkk & Kane&Abel were more-miss-than-hit
HOWEVER they did release some straight fire albums, some classics:

Silkk' first 2 albums
Snoop's Top Dogg & Last Meal

Mac's albums are AMAZING
Fiend's albums are EXCELLENT

Soulja Slim's albums are top notch
Da Crime Family, Magic's 1st, Serv-On's 1st and Kane&Abel's 2nd are really good

Master P wasnt that bad in the 96-98 era
Mystikal was in his prime
Mia X is one of the greatest female MCs ever
Fiend & Mac are 2 of the most underrated rappers & artists of all time
Soulja Slim always broight that fire
C-Murder went HARD in 98-2000
Holloway (GC), Popeye, Samm, Uzi (PS) and DIG had tons of potential
