offering money or drugs to an addict you plan on releasing after a couple hours is different than doing the same but not releasing them for long period of time and no access to drugs

Your statement is exactly why the failed war on drugs proliferates.
I don't support the war on drugs.
I've literally said all drugs should be legal.
So what are you talking about.
