The crowd and booking logic decides what belt is #1. When hhh had it, brock was champ, fueding with lesnar, both of which were more respected than hhh and booked better. and smackdown was 100x better.

HHH was closing the show most of the time and Evolution was a BIG deal. Orton doesnt get much of a reaction as we know and regardless of whatever sucess you think this is he has been booked HORRIFICLY. Hes been mismanaged since he cashed in and despite being in the main event feels like hes only there because hes the most suited to be kept under HHH's thumb. Im not a big Orton fan but he could be booked way better
