And a lot of key players are injured or are starting to break down. They should be using this "down" time to build up the midcard wrestlers.

Because it's 2015 and panicking over [overnight] ratings is foolish, even by his out of touch standards.
He should be worrying about attendance, merch sales, and network buys and whether they're up to where they need them or not.

And in that time he made WWE a publicly traded company, and he formed a Network, and then he replaced OVW & ECW with a second brand. They used to have pay per views twice a month.
Hell, now they don't even use 4 weeks to promote a single pay per vie.

I always imagine that cokeboah is just letting it all go to shyt so when Shane comes he can just do regular, logical decisions and be looked at like a savior.

If he's getting a steady stream of 2.2s and still has the same advertisers, and still has roughly the same amount of network subscribers, those ratings start becoming less significant.
Until it causes a major quantifiable change in his revenue stream, nothing will happen. And when the change finally gets here, it'll be too late
