Yes, girls make false accusations against men, but that's not the case a majority of the time IMO.

Girls do send mixed messages at times, but when it comes to sexual contact of any kind they're quite clear about what they're comfortable with and what they're not comfortable with.

It isn't but a man ignoring a woman making it clear she is not interested could lead to rape. This isn't as complicated as you'd like it to be. No means no. If you continue to escalate flirting after being told no multiple times you're a threat to public safety because no means nothing to you. No don't talk to me becomes no don't touch me, and what does it become after that? We flirt to have sex with people. Flirting is a part of the sexual process. In a way ignoring someone making it clear they don't want to initiate a sexual relationship with you is rape, if it isn't rape it's a part of the process because flirting is a part of the sexual process.
