well that's why segregation is unrealistic. you'd basically need some government to agree to giving a vital piece of land, preferrably one that's resource rich and not landlocked. then you'd need to agree to economic partnerships with restrictions. different laws, etc.

The govt saw that, and thats why they flooded so much drugs to target those communities.
