It's not about protecting vaxxed individuals. It's about protecting our critical care system. Most people admitted there are unvaxxed and are taking up vents that people in car accidents etc need.

NY is an outlier due to population density of NYC. They live/work/commute on top of each other so of course their transmission rates would be higher.
