I think Wayne as a lyricist has had more influence than Snoop. Snoop had all the west coast gangsta rappers imitating his style and even had Da Brat doing it too. After Doggystyle though I think him being influential was over. But Snoop and Wayne, culturally speaking, is a good comparison. NWA popularized gang culture, or just the look really. Snoop was the one who was throwing gang signs when receiving a music award, putting in subtle Crip references in all his music, had everyone wanting to dress in khaki suits and be a Crip.
Wayne (and the Game at the time) had everyone wanting to be a Blood, get dreads, wearing skinny jeans and overall helped that popularize that weirdo aesthetic. Plus, he arrived on the scene with Cash Money way back in the late 90s and as a label and as a group they started a lot of trends.
