Wayne just for the fact he was consistently releasing music during his huge run. Drake is up there with wayne, but I can't say he can touch the legacy since he goes on year and a half hiatus' everytime he drops an album and then proceeds to rape features. Wayne was handling the workload of hundreds of features, dozens of mixtapes just cuz, and entertaining albums.
