Brazil has no real beef with their neighbors other than maybe Venezuela. And even then it ain't that serious. France isn't surrounded by real enemies. They have a joke beef with Spain, Germany and the UK to an lesser extent but nobody been ready to bust shots since World War II. Ghana has no beef with the Ivory Coast, Burkina Faso, nor Togo.
There's only a handful of countries I could think of that has beef that isn't a friendly rivalry. China, India, Russia, Israel, the Dominican Republic, and maybe the United States.
