Culture isn't that bad honestly , I live in Al Ain which is a much more conservative place than Dubai and you can sense some animosity between the city folks and rural area folks. Also you have to realize that the local Emaritis don't make up even 50% of the country population , country is a bunch of expats . Similar a little bit to LA

1. Hip hop scene not @ all from what Ive seen. There isn't even a hip hop radio station

The animosity is understandable. Rich b*stards came in, stole the land and raped/pillaged the locals to make them comply.
