Hawks makin power moves after having one of the most exciting post seasons in franchise history 
ATL held its own in the playoffs against a pretty talented Pacers squad. Add a healthy Horford, more seasoned Schroder, Adreian Payne, and Thabo Sefolosha to that squad, and I think we've improved by quite a good margin. And we still have $11 million to spend. It wasn't the flashiest move to make, but if anything, we can say that our squad is still better than it was last year with the subtraction of Lou Williams and the addition of Payne/Thabo.
I don't think I like the $ figures of Thabo's contract either, but at this point the market fukked us over with the contracts handed out to Gordon, Bradley, etc.

What's the op's fascination with the Hawks? 
Anyways Thabo struggled on offense last season but I think it had a lot to do with Scott Brook's horrible offense. Coach Bud's offense is more suited for Thabo. If he can come in a provide great defense and some good shooting than it's a good signing.

when korver sat we were 1-10 ..when Carroll sat we were 1-8..both sat we were 0-3.. we needed a veteran swingman and thabo still has pretty good defense. and he's shot over 46% from 3 the last two years before a down year so he fits right in what we do for offense.
