It's sales, critical reception, rapping ability, variety of subjects addressed, production fanbase size,,,, and he straight up makes better music. Pretty much everyone agrees. If you ain't touching the masses, you're not in the convo. Point blank period. You can be the "nicest", but you're not the King. Same way Lord Finesse wasn't 15-20 years ago ago even though, bar for bar, he was as dope as Nas, Biggie, Raekwon, etc.
It's why, up until GKMC, any inclusion of Kendrick was silly. Once he had a smash album, it was a wrap for the game though.

A number of the people he listed have previously bested him on tracks...not that big of a deal...that verse went from dope to annoyingly overhyped (in just about EVERY regard) in a manner of hours...sometimes i hate the internet
