Feel free to add on to how things work, people are elected, appointed, who they answer to & how money flows.

I'll start with the County Administrator

CA is appointed by the BoS. This position is very powerful..he only answers to the Board of Supervisors (I believe)

County administrators attend regular meetings of elected officials and they meet with citizens and business leaders. Administrators may hire and fire county employees as well as oversee the bidding process on building projects and purchases. Additionally, these professionals may nominate citizens for various governmental advisory boards. They might also develop plans to attract new developments to their counties. The median salary earned among county managers was $117,000 in 2012

  • Supervision of day-to-day operations of all county departments and staff, directly and through department heads;
  • Oversight of hiring, firing, disciplining and suspensions of all county employees;
  • Preparation, monitoring, and execution of the county budget, which includes submitting each year to the council a proposed budget package with options and recommendations for its consideration and possible approval;
  • Main technical advisor to the council on overall governmental operations;
  • Public relations, such as meeting with citizens, citizen groups, businesses, and other stakeholders (the presence of a county commissioner may alter this function somewhat);
  • Operating the county with a professional understanding of how all county functions operate together to their best effect;
  • Attends all council meetings, but does not have any voting rights
  • Additional duties that may be assigned by the council

Board of Supervisors run divided up areas in the county (districts/wards). They speak on behalf of the people and report back to the County Administrator what everyone wants. The people in this office are Elected officials...but they appoint & are the only ones that can remove the CA in most instances. They also make or refine certain State 'laws' for the county, collect State Tax (property/sales) and approve of the budget by the CA. In large cities the BoS act both as the City council & the Mayor acts as the CA...i.e. New York or San Fran. It is important to note that typically, BoS of a County run an administrative division of the State not city.

City-councils

Aldermen, or councilors, generally act as the legislative branch of the city government, as well as its policy-making body. The council also looks to the city's goals, major projects and infrastructure improvements ranging from community growth to land use to finances and strategic planning.

The council operates behind the city charter which dictates what the city council can and can't do. The doucument outlies the scope of what the government does as a whole, the duties and responsibilities to it's citizens and what checks and powers that define the council.

This is where black folk need to REALLY be focusing on a national level. Shyt would be epic.:blessed:

What we really need though is black representation the conservative side of the isle in localities, unafraid to run in districts that historically vote conservative. We need power on BOTH sides, setting the discourse, feigning rivalries. . . All of that shyt.

Just heard that #Ferguson is 75% Black but only 10% voted in the election that got the Prosecutor elected, who has yet to charge the cop with murder.

Does anyone hear know the ends and outs of Local Government? This is the key to freedom for Black Neighborhoods.

Jeff Johnson revealed this in an interview on Rickey Smiley this am.
