Not sure if you want a serious answer but its a signal of rebellion, aggressive behavior (for lack of better terms, Its slipped my mind what they call it exactly in evolutionary psychology sense but they do have terms for it) Its thought of as an "honest signal/costly signal" (also zahavi signal) of someone who is about that life.. The signal should be costly to separate the real from fake, but when everybody has tattoos now dudes have to move to tattoo their neck or face to show even more extreme..
