In anime pretty much all girls look young, but both in the shows and just based off the features of the girls, its apparent most of them are atleast 18. Its called fanfare, they design all women in the show as attractive because who the hell doesnt want to see a show full of bad bytches? And if you lived in japan you would understand why those men are capable of seeing beauty in these girls, to the point where they become sexual figures. Japanese people, especially women, look young, theres no real masculinity culture there, i mean in most anime the main character is some lame dude who lusts after some girl, its embeded in their culture for the males to be punk nikkas. From a logical standpoint these girls are anatomically perfect, height wise, bodyframe, "features", facial symmetry, etc. For those who can view these girls as people, of course theyre gonna be attracted to them, plus in the shows these girls are hella cute acting and innocent, japanese men have this whole self esteem/power issue thing, they like having the ability to be the dominant figure, which is why theyre into S&M hentai and shyt.
