These stories keep happening because the women don't get any real punishments. And at the same time, boys are slipping behind in school compared to the girls and no one sees the correlation with these types of stories.

And despite what people think, there are just as much unattractive/old teachers fooling around with their students but they don't get the same mainstream attention.
