There's context to everything. Of course staring like a creep is creepy, but today, the average person is so scared to be social and hooked on technology that both men and women alike will break non aggressive eye contact.
Take inventory of your eye contact for a day. When you order food are you keeping eye contact or fake glaring at the menu as if you're trying to still figure out what you want? When you walk through the street, make soft but direct, friendly eye contact with people and see how 90% will look away. I'm not talking about being weird, I mean hey, I'm human, you're human, if we're sharing the same space let's be in the moment and acknowledge each other's presence every now and then.
If you're used to making eye contact with people regularly she'll just be a woman to you and you'll just be sharing your good energy. If she looks away, cool. If she keeps staring or has the unmistakable twinkle in her eye, proceed as you wish.
