I think you're oversimplifying the after effect saying "They are dirty, smelly, with needles. Of course they can't work"

Instead of saying, they have no opportunity to work and have a home, so they won't be dirty, smelly, and with needles

I regularly volunteer out there and know social workers around the area. If I has to do a rough estimate, over 50% of the homeless there have real bad mental issues and can't function in society. There's well over 10,000 ppl living in those few blocks in dtla. Other states legit bus their mentally Ill homeless population to la. It's been well documented. Most of those ppl living there needa be permanently institutionalized

I hope it doesn't, but I think it will fail. They need to address the reason's why so many people end up homeless. It's not just unemployment or lack of affordable housing. Some people don't want to follow rules, or conform to societal laws.

Another issue is that homeless shelters are NOT safe. Yea you have a roof over your head, but now you have to worry about being robbed or raped.

On top of that some homeless people don't like the rules imposed by homeless shelters. They can't come and go whenever they want and there are no drugs allowed. I read an article that discussed how in SF they had a hard time getting homeless people to stay in shelters.

Truth be told, some of the homeless population would rather live on the streets without rules and have a few dollars thrown their way so they can eat and do whatever else is it they want. They are pretty much living off the grid on the streets.

There's homelessness and then there's bums. Bums don't WANT to work and don't even WANT to be restricted to whatever you're going to ask them to do to qualify for free housing. They want "freedom." I've watched a couple documentaries on the bum lifestyle and they're a different breed.

The focus should be on people who are homeless out of necessity and keep treating bums like vagrants and trespassers. My whole outlook on bums changed when I went to SEattle. Walking down streets that smell like human feces with 18 year old white kids on the street begging for change :scust:

They need to use that money for the allocation of resources and healthcare. Four billion dollars would definitely cover It.

Create progressive mental health institutions, combining qualified mental health experts, and entry-level psychology and psychiatry majors. Gives kids right out of college a chance in getting experience in their field of study.

Health clinics are a must.

Unfortunately, in comparison to the criminal justice system is a way of creating a labor resource, the government could evolve a new form of mass labor that is humanitarian. Just going to include factory work for wages, sanitation, infrastructure rebuilding, etc.

Create hostel style temporary housing, improve all the shelters for the homeless and mentally ill.

Create a revenue source by allowing private corporations to humanely invest in all aspects. They can also get tax breaks.

Allow non profits as well as create city sanctioned recovery centers and programs
