In the past sure. But the state of Tennessee is on the come-up right now when it comes to in-state talent.

Tennessee is actually producing about the same top-tier talent as Louisiana right now. Right now there are 3 consensus 5-star recruits from the state of Tennessee for the 2017 class. And the 2018-2019 classes are even more talented.

The middle Tennessee/Nashville area is booming in terms of population. Lots of black folks are moving in from around the south. Its almost turning into a mini-Atlanta. And that has led to a boom in football talent.

There's a reason Butch Jones has been able to turn around the Tennessee football program. Alot of his best players are from Tennessee (Jalen Hurd, Derek Barnett, Josh Malone, Todd Kelly Jr., Jauan Jennings, etc.).

Quietly Nashville is becoming what Atlanta was 20 years ago.

We'll see if Butch Jones can do a better job than Georgia has done in keeping the talent in-state.

Doing big things this year will go a long way to locking up things with the 2018 and 2019 classes which look LOADED.
