Back in Fall of 1999, when I was playing the SEGA Dreamcast, was the TV season with no new black shows debuted on network TV. It was a big thing back then, and even the Clinton Administration commented on the disappointment of the all-white Fall 1999 season.

The Parkers debuted that season unless you're only referring to the major networks.

Yeah the major networks like ABC, NBC, WB, and so on.

I think what makes it worse is WB cancelled three black sitcoms that year also. Sister, Sister ended on its own terms, I think, but Smart Guy was screwed over and The Wayans Bros. deserved at least one more season to wrap things up.
