What does this have to do with the police? They're not planning the funerals either or taking in the 15 year old. A guy who just killed 4 children and 6 people total is clearly a threat and should be taken down.

If someone does something this terrible, I wouldn't care about the answers. I would want the person punished severely. And fukk you for even trying to put me in a scenario like this.
