The woman should have to pay what back? She is absolved of her wrongdoing when she admitted that he wasn't the father and the state didn't order CS be paid to her anyway.

This is a case of the state being dikks by accumulating fees with interest to search and charge dude for a mistake. Best course of action would be for the state to drop that too and let that man get on with his life instead of being greedy and trying to collect.
