Nah, I know you a travelin nikka. But feel you. NYC and most of these major cities bout to be lit. nikkas been cooped up too damn long. Half the folk forgot how to be civil cuz they been sitting up in the house with all that pent up anger, loneliness, and sexual frustration. While that's true, (and I'm not attacking you, because I know that you're only providing your expertise on the post you quoted), none of that matters.
For all we know, the shooter, the guy that got shot, and both kids may be Latino. Or, they may all be "black". Everyone has their face blurred and no names have been released yet.
Main thing to focus on is that it was mad reckless and thankfully the kids didn't get hurt.

I have to laugh at the people condemning the victim for running into the children and seemingly using them for cover, as if any of his keyboard critics can predict what they’d do if a man wielding a gun approached them and began shooting.
Actually NY has trees, kayaking, bird watching, zoo, even in Central Park in the middle of Manhattan the heart of the city and also the Bronx.
NY has outdoor retreats ,farmland, camping within a short drive or even country style living in some up north NY areas. These cats don't care about all of that . They not going to themselves, "let me go read a book under the sun in the park and relax my mind".
Also sad to say , you have high crimes in southern cities in high levels as well middle class homes in California with nice weather.
One thing for sure , I can't imagine how social media would been if it existed during the crazy 80's early 90's during crack era around this country.
Also these criminals act like there's no street police camera in every corner

The goal was to shut down privatization of prisons cause of mass complaints and abuse but not necessarily shut down the prison and free the prisoners it's more of government control.
Rockefeller Laws in NY State early 1970's a Republican , created one of the first mandatory minimum laws for drugs and that set the tone for more states to follow suit.and more arrests and eventually federal level.to be tough on crime and more arrests created justification for private prisons . Despite folks only targeting Biden past, folks forget it takes a committee of Dems and Republicans to make voting decisions and although Clinton era with high prison of minorites, the drug war on federal level started with Regan.and Bush despite Oliver North and Iran Contra scandal or the whole Nicaragua drugs situation. So whenever things kicks up to federal level, you know things got out of hand in the city and state level.
Listen, at end of the day , if someone has to steal or commit crimes if their broke ,they might as well join the military and leave the streets alone. Also technology,cameras will find you and long prison sentences will always create new breed of informants. Don't forget ,the more crimes the more a police official can justify needing more resources .
Last but not least , if cats don't know by now how the system is ready to take you down then I don't know what to say
