These people need to ask themselves what the purpose of prison is again. If you actually are trying to recondition these people to reintegrate into to society than he has proven it already. Taking him back to jail, will only disrupt his life again and give an opportunity for him to be a criminal again.

That's just it. They can call it whatever they want to, but prison in this country has always been about punishment, not correction or rehabilitation.
