In politics where strategy matters, I refuse to believe that they didn't know what was going to happen, so I'd say complicit. I'm guessing in their minds, they were well aware that Manchin wasn't going to give the go ahead on both bills, so there was no purpose of delaying the infrastructure one and lobbyist bread in the process.
It's why I was alwayswhen people were insisting that Biden's history in Congress could help wrangle in Manchin and force the tie needed to bring in Harris.
She absolutely knew. Remember when it was reported Chuck Schumer had a secret meeting with Manchin? They had agreed way back in July before they even drafted the spending plan on the cost being around 1.5 trillion. It appears to me Nancy was getting a lot of pressure from progressives and polling showed the package was popular so she came up with this plan to appease progressive when she knew it wasn't going to fly with Manchin in the senate.
Even if Manchin did go along with it I'd be willing to bet Mcconnell would have threatened to filibuster it. I think the plan is to strip this down to almost nothing beneficial to working class people and then Republicans can turn around and campaign on how we spent all this money and went in more debt for nothing. Dems should walk away, focus on winning more seats in the midterms and hopefully get another bite at it so you don't have to rely on Sinema and Manchin votes.
Oh they’re definitely losing control of the House, so they devote resources to trying to win seats in the Senate. Unfortunately for them, their President and party leader has put them in a bind and given Republicans ammunition to gain favor because of the lie he made about student loan forgiveness.
Man Biden wasted so much time when he got in office trying to negotiate with them dudes. Republicans were in shambles after Jan 6. They should have rammed all that through then but noooooo we have to go through the process and all this other nonsense. He gave them time to regroup and put a foot on his neck.
