lady of rage came out at the same dam time. salt-n-pepa, queen latifah & mc lyte were experiencing possibly their most success. boss was big. smooth had hits. heather b had joints. that's just off the top of my head.
that's a lot going on - which is one of the reasons why some of the other female artists didn't blow. this was arguably one of the busier times for female rap. so lets not act like da brat was on some default ish like trina or even nicki.
success-wise, da brat's 2nd album did well and she was still just as big. the 2nd album didn't do as well as the 1st, simply because it didn't have the huge hit singles:

that's a huge run of singles. something that not too many rappers have accomplished, yet alone duplicated. her not matching that run is not a fall off in the least bit.
again I ask, if da brat wasn't a star, then what female rappers were?
