All of them are Southern and have a Southern based sound. Nobody looked at any of those states as something independent of The South. There's still elements in the music that are characteristically Southern from the 808's to the hi hats, to the instrumentation.

You backed yourself into a corner. Everybody considers Philly and NY as East Coast.

No, breh, you're clearly attempting to argue something different. There are some differences between each state in The South sonically, but ALL of them are considered Southern because of they all consistently retain some of the same elements as well. Same goes for Philly and NY. Nobody looks at Georgia and thinks "they don't sound Southern" the same way nobody looks at Philly and thinks "they don't sound East Coast".

That still doesn't make Virginia "coast less" and you've stated as much by saying in Hip Hop, they are considered East Coast. Timbaland and The Neptunes are the only "coast less" sounds coming out of VA due to their signature sound not sounding like the South, East, or West.
