They should use 'dubai' strategy and use that oil money and invest it in other things (i.e.: infrastructure, tourism, education, etc.). I'm assuming all of the country's wealth is concentrated in a small group of people while the poor are neglected.
actually they are using the dubai strategy and have quite a bit of arab developers there. take a look at the city concepts.

the country is small, so there is no 'small group' of people per sa.

If someone was seriously considering moving to Africa would this be a good country to move to? What are your thoughts?

Since the mid-1990s, Equatorial Guinea has become one of sub-Sahara's largest oil producers. With a population of 650,702, it is the richest country per capita in Africa,[7][8]and its gross domestic product (GDP) per capita ranks 69th in the world;[9] However, the wealth is distributed very unevenly and few people have benefited from the oil riches. The country ranks 136th on the UN's 2011 Human Development Index. The UN says that less than half of the population has access to clean drinking water and that 20% of children die before reaching five.

The authoritarian regime ruling Equatorial Guinea has one of the worst human rights records in the world, consistently ranking among the "worst of the worst" in Freedom House's annual survey of political and civil rights.[10] Reporters Without Borders ranks President Teodoro Obiang Nguema Mbasogoamong its "predators" of press freedom.[11]Human trafficking is a significant problem, with the US Trafficking in Persons Report, 2012, stating that "Equatorial Guinea is a source and destination for women and children subjected to forced labor and sex trafficking." The report rates Equatorial Guinea as a "Tier 3" country, the lowest (worst) ranking: "Countries whose governments do not fully comply with the minimum standards and are not making significant efforts to do so."[12]

I honestly know nothing about them. That's why I was surprised to see a little blue dot in africa and pulled up a map to see who it was. I damn near forgot there was even a country called Equatorial Guinea, prior to this I wouldn't have even been able to locate them on a map.

Angola would be the place I would move too. Or botswana if you like eastern flav.
